Opening for Program Officer in the Research & Planning Department Asian Productivity Organization
The Asian Productivity Organization (APO) is seeking a highly qualified Program Officer in the Research & Planning Department of its Secretariat. Candidates must have demonstrated competencies in the areas in the job description, be enthusiastic about improving productivity in the Asia-Pacific region, take a comprehensively strategic viewpoint, and show a strong sense of responsibility. We welcome those with experience in the productivity movement who enjoy working with various nationalities from different cultural backgrounds.
Qualifications:
1. Must be a graduate from a reputable college or university, preferably with an advanced degree, in economics, business administration, or engineering, or equivalent professional qualifications;
2. Must have sufficient experience in research, consultancy, instructional design, economic analysis, project planning and/or implementation, and impact evaluation, especially in the industry and service sectors;
3. Should have at least five years of administrative/supervisory experience in management or technological development in the government, public/private corporation, training institute, or institution of higher learning;
4. Should have adequate exposure to international and/or regional conferences/meetings, training seminars, or similar activities related to the industry and service sectors in the Asia-Pacific region;
5. Must be highly proficient in both written and spoken English and have effective communication and presentation skills. Proficiency in Japanese would be an advantage; and
Terms/Conditions:
Fixed-term appointment for two years, renewable at the end of the term based on performance and upon mutual consent.
Other conditions are determined by the Staff Regulations and Rules of the APO.

JOB DESCRIPTION

Grade: P-1/P-2
Term: Fixed Term Appointment for two years, renewable at the end of term as mutually agreed upon
GENERAL DUTIES:
Under the direction and general supervision of Director, Research & Planning Department, to develop, organize, coordinate, evaluate, and follow-up assigned projects like researches, study meetings, forums, and conferences, mainly in but not limited to the industry and service sectors, including general areas of productivity and socio-economic development.
SPECIFIC DUTIES:
1. To organize, coordinate, and produce relevant research outputs, which provide a comprehensive understanding of new topics, emerging concepts and technologies, evolving productivity methodologies, tools, and techniques, and new sources of dynamic growth in a changing business environment to enhance the productivity of each member country.
2. To undertake need assessments and formulate productivity enhancement strategies for capacity building of NPOs and other stakeholders.
In order to organize researches and to develop capacity development strategies, you are expected:
i) To formulate and prepare the documents, such as survey questionnaires/formats, project notifications and addenda, letters of assignment/acceptance, schedules of daily activities, correspondences and similar documents;
ii) To undertake the project implementation, evaluation, and follow-up activities;
iii) To identify and arrange for the recruitment and/or deputation of suitable chief experts, national experts, resource persons and coordinate the screening and selection of participants; and
iv) To assist in the review and editing of research reports and project papers and proceedings for publication.
3. To assist the director of the department in formulating mid/long term APO strategy and program plans reflecting needs of member countries and global changes/trends
4. To perform such other duties as may be assigned from time to time.
